Jilena Yuen-Han Mok Sanctioned: Unauthorized Trading Allegations

FINRA Suspends Hok Over Trading Allegations

FINRA sanctioned Ms. Hok on November 14, 2023. According to a Letter of Acceptance, Waiver, and Consent (# 2022075150801), she executed eleven transactions in the non-discretionary account of an Edward Jones customer. She did not have the customer’s “authorization, knowledge, or consent,” FINRA found. The Letter proceeds to describe allegations that she exercised discretionary authority in the accounts of nine customers. Specifically, FINRA found that she made 108 trades without communicating with the customers first. Her alleged conduct violated the following rules, according to FINRA: 

  • Rule 2010, under which brokers must “observe high standards of commercial honor and just and equitable principles of trade.” As FINRA explains, brokers violate this rule when they effect transactions in a customer account without prior written or oral authorization. 
  • Rule 3260(b), under which brokers may not exercise discretionary authority in customer accounts without their prior written authorization and the firm’s acceptance of the account as discretionary. “Discretionary trading” occurs when brokers conduct trades without first consulting their client.

Ms. Hok did not admit to or deny FINRA’s findings. She did, however, consent to the imposition of two sanctions: a $10,000 fine and a two-month suspension from associating with any FINRA member firm. Her suspension began on December 4, 2023 and will end on February 3, 2024. 

Edward Jones Fired Hok in February 2023

Edward Jones fired Ms. Hok on February 9, 2023. According to a disclosure on her BrokerCheck record, the firm terminated her following allegations that she “did not adhere to Firm policies relating to discretionary orders.”

Jilena Yuen-Han Mok began her career at Edward Jones, whose San Francisco office she joined in 2012. She remained at the firm until her firing in 2023, after which she registered with Aegis Capital in San Francisco. With 11 years of experience as a broker, she has completed three industry exams and is currently under suspension.
